   I just got this quest but the pirates including Captain Keelhaul look like they are still enemies. They won’t attack me and I can’t attack them. How am I supposed to talk to Keelhaul and finish the quest. I already tried abandoning it and then getting it again but it didn’t work. Help me please.

   I found the solution on another page. Basically, disable all of your mods and keep logging out and back in until they’re friendly. Worked for me, and I didn’t wait between login and logouts.
